The President's Commission on Critical Infrastructure Protection was set up in July 1996 under President Clinton's Executive Order 13010. The 18-member panel finished its report in Oct. 1997. See the online report. Clinton addressed the panel's recommendations in Presidential Decision Directive 63, signed in May 1998.

The PCCIP examined the following "critical infrastructure" areas: Information and Communications, Electrical Power Systems, Gas and Oil Transportation and Storage, Banking and Finance, Transportation, Water Supply Systems, Emergency Services, and Government Services.
